Roadworthy seatbelt failures are one of the most common jobs we handle. Customers arrive after failing an inspection — or before one, wanting to know whether their seatbelt is likely to pass. The most important thing to understand is that inspectors assess the complete seatbelt assembly: the webbing condition, the retraction, the locking mechanism, the buckle and the mounting hardware.
A belt that retracts and locks normally can still fail on webbing condition. And owners often miss damage because part of the webbing stays wound inside the retractor during normal use — you won't see the full picture without pulling the belt all the way out.
Victorian Seatbelt Roadworthy Requirements — What Inspectors Consider
Victorian roadworthy inspections are conducted by Licensed Vehicle Testers against current Transport Victoria requirements. The relevant technical guidance for vehicle examiners includes VSI 26 (Vehicle Standards Information), which covers restraint system requirements.
In plain terms, inspectors assess whether the restraint system is in good condition and functioning correctly. This includes the webbing, the retraction mechanism, the locking function, the buckle and the mounting hardware. A fault in any one of these components can result in a failed inspection.

What Seatbelt Damage Can Fail a Roadworthy? Real Workshop Examples
Every card below represents a fault type we assess at the Carrum Downs workshop. Pathways shown are typical — each assembly is inspected individually before any recommendation is made.
Edge fraying and fibre separation along the webbing are among the most common roadworthy concerns we assess. Fraying most often appears at the shoulder guide where the webbing runs over the B-pillar fitting.
Bite damage compresses and disrupts webbing fibres rather than cutting cleanly. The affected zone is often wider than the visible marks suggest.
Seatbelts repeatedly trapped in vehicle doors develop cuts, abrasions and crushing along the webbing edge. The damage accumulates progressively and may not be obvious without fully extending the belt.
Poor retraction can have several causes including retractor mechanism issues or webbing condition affecting operation. The cause determines the appropriate repair pathway.
Heat exposure, contamination and extended UV exposure can affect webbing condition over time. Significant deterioration or discolouration is a reason to have the assembly assessed before inspection.
The buckle and tongue must latch positively and release cleanly. A buckle that won't click securely, releases unexpectedly, or is damaged is a roadworthy concern regardless of webbing condition.
The complete assembly matters — not just the webbing length. Stitching on anchor loops, webbing ends and structural joins forms part of the restraint system. Damage to these areas should be assessed.
Collision involvement changes the assessment. A seatbelt that has been involved in a crash — even one that appears undamaged — may have activated or been stressed in ways not visible externally.
A deployed pretensioner indicates the restraint system has activated in a collision. Pretensioners are single-use components designed to activate in a crash event.
Where the assembly was assessed as suitable for rewebbing, the damaged webbing was removed entirely and replaced with new webbing that Meets AS/NZS 2596 Standards. The original retractor and hardware are retained where serviceable.
Failed Roadworthy Seatbelts — Real Jobs From the Last Month
Every belt below came into the Carrum Downs workshop in the past month. These are the actual damage types we routinely assess and repair. No staged photos — genuine workshop intake.
Severe fraying along the webbing edge with significant fibre separation. Came in pre-roadworthy — customer knew the belt was a concern before booking the inspection.
Webbing had torn through completely. A knot had been tied in the webbing to hold it together — this is not a repair and will not pass a roadworthy inspection. The knot itself creates a point of concentrated stress.
Heavy fraying running along both edges of the webbing across a significant portion of the length. Damage of this extent is typical of long-term UV exposure and repeated friction through the shoulder guide.
Heavy fraying on the primary wear edge with lighter fraying developing on the opposite edge. A common presentation — one side degrades first from the shoulder guide contact, but both edges are checked during assessment.
Visible fraying along the webbing edge with additional concern around the stitching at the webbing end. Complete assembly assessment before repair pathway is recommended — stitching condition is assessed alongside the webbing.
Significant structural damage to the webbing requiring urgent assessment. Damage of this severity is not a borderline case — the belt cannot be continued in service without repair.
Heavily soiled and stiffened webbing — one of the most common causes of slow or incomplete retraction we see. Contamination stiffens the webbing so it won't wind back onto the retractor spool correctly. Often misdiagnosed as a retractor fault when the webbing itself is the problem.
Dog-chew damage to the webbing — bite marks compressing and disrupting the webbing fibres. The affected zone is typically wider than the visible surface marks. This belt came in from a customer who had been carrying dogs in the rear seat.
Webbing failure associated with long-term twisting and age-related deterioration. Twisted webbing develops localised stress points and surface breakdown — the damage is often concentrated at the twist zone but the full webbing length is assessed.
Webbing damage from repeated door closure on the belt — crushing, cutting and abrasion along the webbing edge where the door has closed on it. This type of damage accumulates progressively and is often not noticed until the belt is fully extended on the bench.

Answering Common Seatbelt Roadworthy Questions
How Much Fraying Is Too Much?
We don't publish specific tolerances because the determination is made by the Licensed Vehicle Tester during the individual inspection. Our position: visible fraying or fibre damage should be assessed before your inspection rather than assumed to be acceptable. The risk is that what looks minor may not be treated as minor during an inspection.
Will a Dog-Chewed Seatbelt Pass?
Dog-chewed webbing is unlikely to pass a roadworthy inspection. Bite damage compresses and disrupts webbing fibres — the affected zone is often wider than the visible marks. Will a Slow-Retracting Seatbelt Fail?
Poor or incomplete retraction may be identified as a defect during a vehicle inspection. The cause should be diagnosed before your inspection — retraction faults have different causes and different repair pathways. More on seatbelt retraction problems.
Will a Dirty Seatbelt Fail?
Cosmetic surface dirt is different from contamination that affects the webbing condition or mechanism operation. If contamination is heavy, affects the webbing material, or has got into the retractor mechanism, it should be assessed. A visually dirty belt is worth cleaning and assessing before your inspection.
Will a Faded Seatbelt Fail?
Fading alone is not the primary failure criterion. Significantly faded webbing may indicate UV exposure that has affected webbing condition more broadly — so assess the actual condition rather than assuming a faded belt is serviceable or that a faded belt automatically fails. The inspector assesses the assembly.
What About Damaged Stitching?
Stitching is part of the complete assembly. Damaged or compromised stitching on anchor loops, webbing ends or structural joins should be assessed. The complete assembly condition matters — not only the webbing length.
What About a Missing or Damaged Seatbelt Tag?
Identification tags form part of the complete seatbelt assembly. The inspector assesses the assembly as presented. If a tag is missing or damaged, it should be noted and assessed as part of your pre-inspection check rather than assumed to be inconsequential.
How to Check Your Seatbelts Before a Roadworthy Inspection
This is a preliminary owner check — not a substitute for professional assessment or Licensed Vehicle Tester determination. Do not dismantle retractors, pretensioners or SRS components.
Pull the webbing all the way out. This is the only way to see the full length — a significant portion stays inside the retractor during normal use.
Run your eye along both edges of the webbing under good light. Look for fraying, fibre separation, abrasion or any change in the edge profile.
Inspect both faces of the webbing for cuts, tears, burn marks, bite marks, crushing or contamination.
Click the buckle in firmly and confirm it latches securely. Press the release and confirm it releases cleanly without sticking or requiring excessive force.
Release the belt and observe retraction. It should pull back fully and smoothly. Slow or incomplete retraction should be assessed.
Pull the belt sharply — it should lock immediately. A belt that doesn't lock under a sharp pull has a suspect inertia mechanism and should be assessed.
Visually check that mounting bolts are present and secure. Check the shoulder guide and any other webbing guides for damage that could be causing progressive wear.
Repeat for every seatbelt in the vehicle including rear belts. Rear seatbelts are commonly overlooked and are a frequent source of roadworthy concerns.
What We See From Roadworthy Seatbelt Failures
The most common pattern we see is edge fraying around the upper guide — the belt rubs against the B-pillar fitting over years of use and the edge gradually breaks down. It's progressive, so it often reaches inspection-level concern before the owner has noticed it.
Dog-chewed webbing is the second most common. Customers often don't realise how wide the damage zone actually is until we extend the full belt on the bench. What looked like a small bite mark is often a much wider disruption of the webbing fibres.
We also regularly see belts that have been repeatedly caught in doors — the cutting and abrasion along the edge accumulates over time. And slow retraction that owners have lived with for years, not realising it's a fault rather than a quirk.
The other pattern worth mentioning: owners who are surprised when we extend the belt fully and show them damage that was hidden inside the retractor during normal use. The webbing doesn't have to be in the visible section to matter during an inspection.
Rear seatbelts are frequently overlooked entirely. They're often in poorer condition than the front belts simply because they receive less attention.

Repair, Reweb or Replace? What Happens After a Seatbelt Fails
When damage is limited to the webbing and the remaining assembly is assessed as serviceable, rewebbing is typically the most appropriate and cost-effective repair. The damaged webbing is removed entirely and replaced with new webbing that Meets AS/NZS 2596 Standards.
Common causes: fraying, dog-chew damage, door-cut webbing, UV deterioration, heat damage.
